Çolakoğlu's involvement in the iron and steel business began with the steel trade business that our founder Mehmet Rüştü Çolakoğlu started in Karaköy, Istanbul, in 1945. Slowing Turkish economic growth has curtailed flat steel demand in Turkey’s domestic market, which mills have offset by considerably increasing exports, most notably to southern Europe. What is the future outlook for Turkish steel demand, given the continued financial stress throughout the economy? Will Turkish flat steelmakers be able to maintain exports in the face of more stringent EU quotas on Turkish hot rolled coil from October onwards? Turkey’s steel industry associations give keynote presentations on issues concerning their member companies, followed by an interactive panel discussion on the industry’s challenges and opportunities going forward.

Session 2 – Coil production, value-addition, downstream markets
Following the loss of the US market due to the doubling of Section 232 tariff, Turkish galvanised coil suppliers have increased shipments to Spain, Italy, the UK and Canada, among others. Turkish cold rollers and galvanisers have invested into substantial new capacity in recent years, but this has been undermined since mid-2018 by declining domestic automotive sales and steel consumption. In Europe, meanwhile, ArcelorMittal and US Steel have announced they will significantly cut flat steel production due in part to reduced automotive demand. What is the likelihood of Turkish suppliers returning to the US market now the 232 tariff has been normalised? How are the country’s downstream coil suppliers coping in an environment of increased capacity coupled with lower demand? Will more European flat steel suppliers follow ArcelorMittal’s lead in cutting output? is investing into value-added flat steel production still a viable option to offset reduced commodity-grade steel demand? How are other non-EU downstream coil producers approaching supply to the EU?

Session 3: Economic outlook and trade opportunities
The worst appears to be behind Turkey’s economy after it registered 1.2% growth in the second quarter of 2019 versus Q1. This was, however, down -1.5% year-on-year and analysts forecast zero growth at best for full-year 2019. Observers expect a rebound in 2020 from the currency and debt crisis that gripped the economy from mid-2018. Against this backdrop, key steel-consuming sectors such as construction and automotive continue to struggle with sales. However, in spite of increased steel market protectionism, flat steel trade between the CIS, EU and Turkey has continued at full steam, with Turkey supplying large quantities to southern Europe, Russia to Poland and various EU countries increasing HRC deliveries to Turkey. India, meanwhile, has seen HRC exports to Italy rebound in 2019, while its overall HRC exports surged 45% in January-July. Are these trading patterns likely to continue given that EU steel demand has slowed, owing in large part to a weaker automotive sector? How will the EU’s HRC safeguard duty revision from 1 October affect Turkish supply into the region? Will Indian HRC exports to Spain and Belgium also recover to 2017 levels? What effect on trade will increased competition within the EU have, following Liberty’s purchase of various ArcelorMittal mills in the region? To what extent will Turkey’s economy recover in 2020?

Turkey’s construction and automotive sectors, major steel consumers, have suffered from subdued activity since the financial crisis in mid-2018. This has hampered local flat steel suppliers’ sales in the domestic market, forcing them to look abroad for demand. There are signs a Turkish economic recovery is gradually building, but how long will it be till its force is felt by Turkey’s steel end-use sectors? Due to weak vehicle demand, meanwhile, EU flat steel suppliers to the automotive industry have looked elsewhere for sales, thereby increasing competition in the commodity coil markets. What will it take for the EU automotive industry to recover production and restore balance to downstream coil supply and demand? How is the white goods industry coping with slowing economic growth? This session will look at the latest developments in steel-end use sectors and forecasts for the coming year.
