Overview

Global steel demand fell for a consecutive year in 2023 and is projected to see only a small rebound in 2024 as economies continue to grapple with the Ukraine war impact, high inflation, high costs and monetary tightening. The geopolitical scenario has deteriorated even further since the outbreak of war in Gaza and the investment climate remains shaky amid fears of conflict escalation in the Middle East.

China’s post-Covid demand rebound was a damp squib last year, and post-Lunar New Year demand failed to materialise this year, with market players still awaiting the impact of Chinese government support measures. Chinese steel exports consequently continue to climb in 2024 after seeing  a seven-year high in 2023. Chinese product is displacing HRC in other Asian markets. This has resulted in the EU’s “other country” quota for HRC being exhausted within days for multiple quarters. Last year, Japan, Taiwan and, especially, Vietnam increased their HRC shipments to the bloc.

India is adding HRC capacity at pace, in anticipation of booming domestic demand after the stifling general election impact subsides. It, too, has seen sizeable imports from China and is eyeing the higher-paying EU market for exports of its HRC, frequently exhausting its quota.

The first quarter of the year saw iron ore and HRC prices drop across the globe, with much talk of Chinese production cuts but thus far no action. EU mills are meanwhile being forced to cut production amid higher costs and imports taking a growing market share.

The major flat steel-consuming automotive sector is expected to see weak growth at best in 2024 after being the only bright spot in 2023.

    Key factors driving global markets

    Geopolitical fragmentation, slower global economic growth, surging Chinese steel exports, high energy costs, persistently high inflation in Europe and the US, a weak investment climate in Europe, and labour shortages in major economies are just some of the key issues the steel industry has been grappling with since the last Flat Steel gathering. These all remain risks to the recovery of steel demand growth. However, contrary to fears last year, the US avoided recession and Europe’s battered economy is starting to show green shoots of recovery. The early signs are that global demand is settling in a growth trajectory in 2024 and 2025, supported by disinflation and further monetary policy easing.

    Much hope is being pinned on the all-encompassing phenomenon of decarbonisation and the significant steel demand this will generate to create the new infrastructure required. However, regions are decarbonising and implementing climate regulation at different speeds, which could lead to more trade friction. India is widely touted as the next major demand centre but is also heavily investing into new steelmaking capacity. ASEAN is meanwhile building capacity at twice the speed its markets can absorb it. Along with China’s economic rebalancing towards consumption and Europe’s fears of deindustrialisation, what do these factors mean for future global steel demand, investment and trade?

    Session 2: From emitting to omitting carbon
    What the energy transition means for flat steelmakers

    Coal must go. The traditional foundation of steelmaking. Upturned. While this is a systemic challenge, it also creates new opportunities, not least for the steel industry to reinvent itself. Steelmakers are investing in cleaner technology, with zero-emission hydrogen the reductant of the future. Technology suppliers have seen a surge in DRI and EAF orders as a result. Until there is enough clean energy and electrolyser capacity available, though, steelmakers will focus on improving the environmental footprint of their raw materials. A scrap deficit is a real possibility with demand projected to explode in the coming years, while cold-bonded briquettes offer an exciting alternative to producers looking to cut emissions. The buildout of renewable energy and hydrogen pipeline capacity is expected to generate substantial steel demand.

    However, where will the huge sum of funding needed for decarbonisation come from? Will flat steelmakers be able to ensure sufficient quality of steel produced in EAFs? Are consumers ready to pay more for low-emission steel? How will low-emission steelmaking feedstock be transported from optimal production areas to the main demand spots? Will CCUS become commercially viable in Europe, which needs it to prolong its mainly blast furnace-based steel production as free carbon emission allowances are phased out? These are but some of the challenges this session will aim to address.

    How steel demand and investment develop depends largely on economic fundamentals. These have been disappointing since the second half of 2022, unless you are sitting in India. While Chinese growth is likely to slow amid its transition to a consumption-led economy, disinflation and further monetary policy easing should improve the prospects for other major economies. Turkey meanwhile continues to battle with major inflation, but hopes to soon enjoy the fruits of its recent economic reforms. In this session, a renowned economist will dissect and analyse the key developments and help industry understand what is in store.

    Session 4: Supply, demand, pricing
    How are shifting trade patterns, mill supply discipline and lacklustre demand impacting pricing?

    2024 started positively, with global HRC prices maintaining their rising trend which commenced last November, amid optimism that destocking was complete in Europe and post Lunar New Year demand would rebound in China, supported by government stimulus. However, after peaking at the end of January, prices have gradually come down, with no region or market providing a spark in demand this year. Even standalone performer India has suffered in recent weeks on account of its general election muting activity. In the meantime, Chinese HRC exports have surged, with most going into Asia and displacing coil that is instead coming to Europe. The European Commission recently amended tariff-rate quotas to deal with this. Historically import dependent regions, like North Africa, are ramping up exports, with new slab capacity in Algeria potentially finding a market in Europe and displacing Russian billet, which is seen as a tainted but necessary feedstock. Turkey has recently commissioned substantial new flat steelmaking capacity and is banking on European demand to help absorb it. But what are the prospects for European steel demand, amid the sluggish economic activity on the continent? Will Turkish suppliers benefit from the EU’s new cap on “other country” imports? Will coil prices see another sustained uptrend in the near term? With ASEAN adding steelmaking capacity at twice the speed of projected demand growth, will exports from the region intensify trade wars?
